Joe Clark
Dr. Joe Clark is honored to be in his 20th year in education and his sixth year as the Director of Performing and Visual Arts for the Spring Independent School District in Houston, Texas. Prior to administration, Dr. Clark was a band director in several schools in Spring ISD including Spring High School, Bammel Middle School, and Claughton Middle School, as well as, Industrial Jr. High and High School in Industrial ISD. While in these positions, his ensembles have placed in the State finals, received "Best-in-Class" at concert band and jazz festivals, Sweepstakes at UIL, and have performed at The Midwest Clinic in Chicago in 2010.

As a strong advocate of the fine arts and arts integration, Dr. Clark remains active as a clinician and guest lecturer for young teachers as well as an active UIL adjudicator.

Dr. Clark earned his B.M. in music and his M.M. in conducting from Sam Houston State University; and his Ed.D. in Educational Leadership from the University of Houston. Dr. Clark is a proud member of Phi Beta Mu, Texas Music Administrators Conference, Kappa Kappa Psi, Phi Mu Alpha Sinfonia, TMEA, TBA, and TMAA. Joe and his wife Heather reside in Spring, Texas with their daughter, Darcy Anne Clark who was born on May 17, 2015 and whose favorite color is pink.
Kelly Cline
Kelly Cline received her B.A. from the University of Western Ontario, her B.Ed. from York University and her M.Ed. in Education Diversity from York University, Toronto, Canada. She taught for 7 years with the Toronto Board of Education as an elementary teacher before moving to the United States in 1997. Kelly continued teaching three more years in Houston Independent School District (HISD) before leaving to work at Region 4 Education Service Center in 2000 as an Educational Consultant. Kelly began her career at Region 4 ESC as a Title 1 Consultant then transitioned into a variety of other educational programs such as School Health, Fine Arts and Cultural Diversity. In 2011, Kelly rejoined team HISD as the Senior Manager of the Parent Engagement Department and led a group of 12 staff members to provide training and informational district initiatives sessions to HISD parents, then as a Senior Manager of Federal and State Compliance for 3 years. Presently, Ms. Cline is the Assistant Superintendent of Federal and State Compliance for Spring ISD and supervises all the Federal and State Programs. Kelly has over 23 years of experience in public school education.
